Step 1: Register with MCA via OneStop Portal

  • Visit Maryland’s OneStop licensing portal (www.onestop.md.gov) and either login if you have an existing or create an account. This portal is also used for a majority of Maryland licenses such as fishing and boating licenses so you may have an existing account.
  • To complete your application have your required documents ready including a valid ID, proof of Maryland residency, and a recent passport-style photo. Once logged in, visit your respective application:
    • Adult Patient Registration ($0 application fee)
    • Minor Patient Registration ($0 application fee)
    • Caregiver Registration ($25 application fee) - a caregiver is a person who is able to purchase medical cannabis from a licensed Maryland dispensary on behalf of his/her designated patient(s) and transport the legally obtained medical cannabis to the patient(s). Once registered, a caregiver must obtain a valid MCA Caregiver ID Card and may serve a maximum of five (5) registered patients at one time.
  • Once approved, you’ll receive a confirmation email including your MCA Patient ID Number. Keep this email — it’s essential for the next step.

Step 2: Obtain a Written Certification from a Registered Provider

  • Next, schedule an appointment (in-person or via telehealth) with a medical provider registered with MCA. The provider must approve medical cannabis as treatment for your qualifying condition.
  • If you have already been approved for registration (in step 1), we suggest having your MCA Patient ID Number ready to give your physician at the time of your appointment. This will allow them to easily upload your certificate and streamline your process. 
  • During the appointment, the provider will review your medical history and condition. If the physician has decided you qualify, they will issue a written certification through the MCA secure application system, typically available by the next day.

Step 3: Print Your Temporary Card (or Order Plastic ID)

  • Once you have your certification, log in to your OneStop account and print your temporary medical cannabis card (PDF) at no charge.
  • If you prefer a physical card, you can order a plastic Patient ID card for $25. Fee waivers apply for Medicaid recipients, VA patients, minors, and hospice patients.

Step 4: Visit Mana’s Licensed Dispensary

  • As a certified medical cannabis patient, you can purchase free of tax and are allowed to purchase certain products limited to the medical program such as concentrates and high-dose edibles. You may purchase up to a 30-day supply per visit, subject to limits specified in your specific certification.
  • With your valid government-issued photo ID (e.g., driver’s license) plus either your Patient ID card or Patient ID number — you can legally purchase medical cannabis at Mana. We will verify your certification through MCA’s secure database before sale.

What You'll Need Before You Begin

  • A valid government-issued photo ID
  • Proof of Maryland residency (for many patients).
  • A clear passport-style photo (plain light background, head and shoulders, front facing)
  • A working email address
  • Qualifying medical condition (as defined by MCA) — your provider will confirm this.
